Igor Kir was born in Alma-Ata. Member of the Union of Artists of Russia. He graduated from the Art and Graphic Faculty of the Kazakh Pedagogical University in Alma-Ata. In the late 90s of the 20th century, together with his family, he moved to Russia. He taught at the Alma-Ata University, at the School of Art, at the Institute of Arts and at the children's Art school in Belgorod. He designed the interiors of public buildings, illustrated books and magazines. Participant of city, regional, republican, regional, All-Russian and international exhibitions. The works are located in the Saratov Art Museum. Radishchev, in the Department of Culture of the Saratov region, in the Belgorod Art Museum, in the Starooskolsky Art Museum, in private collections of Alma-Ata, Saratov, Belgorod, England, USA, Germany. The main themes developed in the work are "The World of Belogorye" (urban and rural landscape), "The Secret Life of things" (still life), "Signs of another world" (symbolic composition), portraits. The bright color, the southern flavor, the planar solution of the space immediately indicate the influence of the visual environment of the East, with its emphasized decorative and ornamental nature, the environment in which the creative path of the author was formed. The artist uses a variety of materials and techniques in his practice: artistic oil, watercolor, pastel, sanguine, sepia, ink, colored pencils.
